How can schools and districts rethink staff development programs in order to both control costs and improve effectiveness?

At my school district, we have a professional development program which is developed and taught by the employees of the district. There are many people who have much to share based on experience or strengths which they have in the classroom. All of the district level employees are required to teach two professional development classes each year. Teachers can take the courses for free when it is best for them. Teachers are also able to teach courses which they are experts in. This has been a great program and the cost is very small. The classes are chosen by administrators by looking at the needs of a school or the district as a whole.

Allow teachers to form professional learning communities, design and implement teacher-based professional development that is meaningful and effective. Do not depend on districts to develop effective professional development. Collaborate with other stakeholders i.e., parents, community leadership and form effective plans for student success.
